The purpose of the Phase I ESA is to identify recognized environmental conditions in connection with the property. This assessment includes a site reconnaissance as well as research and interviews with representatives of the public, property management, and records review with regulatory agencies. Hogan Associates performs Phase I ESAs in accordance with the current ASTM standard E1527-05 and the AAI final rule.
What is Environmental Due Diligence?
Environmental Due Diligence is the process of investigation performed prior to engaging in a pre-purchase contract or refinancing. Environmental Due Diligence determines the likelihood of environmental impact from former on-site operations and supports the “Innocent Landowner’s Defense” under CERCLA. By performing environmental Due Diligence on a property prior to purchase, a prospective owner can document and assess the potential liability or risk associated therein.
A Phase I ESA includes a site inspection, local, state, and federal database searches, property history, previous uses of property, known waste sites, adjacent property activities, and previous industrial activities. The Pase I is a comprehensive assessment with identification of known or suspected environmental issues, areas of concern, aerial photographs, Sanborn maps, and a complete property history.
